E-RATE is a powerful program designed to make telecommunications equipment and technology more affordable for schools and libraries across the country. This federally-funded program, also known as The Schools and Libraries Program (TSLP), has been in existence since 1997 and offers discounted telecommunications, Internet and internal connections to eligible locations.
What Benefits Does E-RATE Offer?
This program currently funds five types of service:
- Data transmission services and internet access
- Voice services
- Internal connections
- Managed internal broadband services
- Basic maintenance of internal connections
Some of the eligible services include:
- Wireless access points
- Cabling
- Caching
- Firewall services
- Switches
- Routers
- UPS
- Racks
- Wireless controllers
- Wi-Fi software
- Managed Wi-Fi services
- Leased lit and dark fiber
- IRUs
- Internet access
Depending on the poverty level and urban/rural status of the school or library, the available discount could range from 20-90%. Areas with the 20% discount have no students eligible for free and reduced price lunch, and most areas with the 90% discount have over 75% of the student population eligible for free and reduced price lunch. All of these benefits are extended with the goal of increasing connectivity to help children learn and thrive with access to the same resources as those in wealthier neighborhoods.
How Does the E-RATE Program Work?
Interested schools and libraries can apply online through a simple portal. The applicant will complete a form to start the competitive bidding process and receive bids from a number of service providers. Providing that the application meets all requirements and the bidding period has ended, the applicant will then be able to select a service provider. The applicant will submit another completed application to the Universal Service Administrative Company (USAC) who will issue a funding commitment for the appropriate amount. Once the service has been received, reimbursement and discounts will be offered.
